Swiss Chard problems

My swiss chard leaves get these large whitish patches all over them. The tissue is kind of stretchy and soft where it's discolored, but when looking at it you would think it was crispy and dried out. I've ruled out leaf miners. Does anyone have any other ideas?

2 days later I found small white eggs about 1/8 inch long and many together in one bunch all in a line, like a strip of staples for a stapler.

Any ideas about this would be much appreciated.
